According to AAA, seatbelts are meant to be worn close to the body where they are best able to function correctly to slow the body and protect the brain and spinal cord during a crash.
A seatbelt work over a puffy jacket can create a gap between the belt and the body of a child which the child could possibly slip through during a crash.
AAA recommends that motorists secure children into carseats only wearing a thin coat like a fleece or no coat at all. Then the bigger coat or a blanket can be placed on top of the child and the seatbelt.
