7th Generation Life Long Resident of Prospect, Butler County, PA, Attorney-at-Law, State Senator, and District Judge CHARLES TIMOTHY SHAFFER, age 76, peacefully passed away on Tuesday morning, May 3, 2022, at his homestead of natural causes.
Born October 2, 1945 in Butler, he was the son of the late John S. and Jean (Kaufman) Shaffer. Brother of the late John Stephen Shaffer.
A lifetime member and supporter of the Emmanual Lutheran Church in Prospect.
Tim proudly served in the US Army from 1967 to 1970. During Vietnam, in 1969, he was a platoon leader in the State 2nd Lt. US Signal Corps, where was awarded a Bronze Star. He was a member of the VFW, American Legion, and supported the Intrepid Fallen Heros Fund.
He was a 1963 graduate of Slippery Rock Area School District, where he was a member of the Alumni Association. He received his BA in 1966 from Pennsylvania State University, and then graduated from the Duquesne University School of Law -J.D. in 1973. He had a license to practice law in all Pennsylvania Courts, the US Court Appeals – Third Circuit, and worked at Dillion McCandless King Coulter and Graham LLP-Of Counsel in Butler from 1997 to retirement. He was a professional member of the Butler County Bar Association, Pennsylvania Bar Association (including sections of Civil Litigation, Real Property and Probate and Trust Law), and a member of the PA Association for Justice (formerly PA Trial Lawyers Association). He was profound to have written and reviewed hundreds of Pennsylvania laws.
Tim served the Commonwealth of Pennsylvania from 1976-1978 as the Butler County Solicitor, and from 1981 – 1996 as State Senator in the 21st District, and was lastly sworn into District Judge on May 17, 2010 until his retirement in December 2015.
He was a member of the Unionville Grange, receiving a 25 year award, Historic Harmony, Inc., previously on the Board of Directors, Christopher Gist Chapter – SAR, ARC of Butler County, previously on the Board of Directors, various Fraternal Organizations, Boy Scouts of America – Moraine Trails Council where he received the Distinguished Citizen Award for Service to Youth, Associate Member of the Brady Paul Memorial Lodge #54 Fraternal Order of Police, the Prospect Area Preservation Society, and the Butler Masonic Lodge #272.
Tim had a kind heart and was always supporting the following organizations…Prospect Boro – Franklin Twp Fire Department, Portersville Area Food Pantry, Mt Chestnut Presbyterian Church Food Pantry, 4H, FFA, Junior Livestock Auction (20 year Buyer), Big Butler Fair – Annual Youth Award for 20 years, Geiser Addiction Center, MHA of Butler County, Child Evangelism Fellowship, Pittsburg History and Landmark Foundation, Paul Harris Fellow from Portersville Prospect Rotary Club International, Butler County Association for the Blind, Butler County Symphony, Leukemia Society, Butler Health System Foundation, Prospect Boy Scout and Cub Scout Troop #33, Dunbar Community Center, Butler Area Sports Hall of Fame, Special Olympics, VOICE, VNA of Western Pennsylvania, Big Brothers/Big Sister of Butler county, General Richard Butler Vagabonds, and the WQED Multimedia Leadership Circle. In 2018, Butler County Community College thanked Tim for the $1million dollar commitment to the registered nursing program and announced the creation of The Shaffer School of Nursing and Allied Health facility.
A memorial service will be on Thursday, May 12, 2022, 11am at the Emmanual Lutheran Church of Prospect, 143 Church Street, Prospect. This service will include a Masonic service and conclude with Military Honors.
