He was born October 10, 1938 in Chicora, to Philip and Josephine Angert Neff.
He honorably served 2 years for his country in the ARMY in WWII
He was a mechanic and worked at Pullman, and retired fromWalch Equipment, Inc. in Prospect after 20 years.
Francis was blessed with innumerable skills that he used to build the beautiful Shome and garage for the comfort of his lovely family.
He was a wonderful father who liked being outdoors; and always had a story ready to share.
Survived by his wife: Shirley Barrington Neff whom he married Sept 25, 1965.
