Nippon Steel has raised the capital commitment needed to spend on U.S. Steel plants to help build support for the purchase.
Opposition from Labor Unions and politicians, including Senators Bob Casey and John Fetterman, along with President Joe Biden, have come out against the $15 billion acquisition. In an attempt to cool tensions Nippon Steal has raised $1.3 billion to upgrade the steel plants in Pennsylvania and Indiana.
$1 billion would go towards the Mon Valley Works facility. The sale is expected to be completed in the later this year.
The announcement also comes after Vice President Kamala Harris announced in Pittsburgh Monday that she also opposes the sale.
The sale could be blocked by President Biden if the Committee on Foreign Investment in the United States deems the sale to have national security concerns.
