A powerful government panel failed to reach a consensus on the deal yesterday, which leaves the decision up to Biden.
The president has been publicly opposed to the deal, citing concerns with having a flagship United States business owned by a foreign entity.
Advocates of the deal argue that Nippon Steel has the financial strength to keep jobs in Pittsburgh. Critics say there are national security concerns and the possibility to break up the union.
Biden has 15 days to decide on the deal.
