A Butler man has been charged after being accused of driving nearly double of the speed limit and was over three times the legal limit in Center Township.
In May of last year, police were called to West Sunbury and Aggas Roads for a vehicle that went off the road and down an embankment. Officers on scene could not speak to the driver or passenger due to injuries sustained during the crash.
During the investigation, officers determined that 19-year-old Evan Kapsin was going 70 miles per hour on a road with a speed limit of 45. He also had a blood alcohol level of .25, three times over the legal limit. The passenger in Kapsin’s vehicle suffered multiple broken bones in their neck and spine from the crash.
According to charging documents, Kapsin was taking the victim home but according to the victim’s mother their home was in the opposite direction and the victim does not know anyone in that direction.
On Monday, Kapsin was charged with aggravated assault by vehicle while driving under the influence, a DUI, and several driving offenses. He’s awaiting a preliminary hearing.
