Pennsylvania’s highest law enforcement officer has sued a regional contractor for failing to complete work after receiving payment.
Attorney General Dave Sunday has filed a lawsuit against A&S Contracting and Roofing along with owner Stephen Spallone for alleged violations of Pennsylvania Home Improvement Consumer Protection Act (HICPA) and Consumer Protection Law.
Sunday is accusing Spallone of taking over $56,000 in deposits from six customers in Butler and surrounding counties between 2021 and 2024 then never completing their projects. The suit seeks to permanently prevent the company from doing business as a home improvement contractor in the state, as well as pay consumer restitution in the form of refunds, civil penalties, and costs.
